Britain and France Will Dispatch Troops to Ukraine should a Peace Agreement is Reached

Placeholder Diplomatic Meeting

The UK and France have signed a statement of purpose concerning the positioning of armed personnel in the nation if a peace agreement be made with Moscow, the Prime Minister of Britain, Keir Starmer, has declared.

After negotiations with Ukraine's allies in Paris, he noted that the allies would "establish defense centers in various parts of Ukraine and construct protected structures for weapons and equipment" to discourage any potential incursion.

The allied nations also proposed that the US would play the primary role in verifying a truce.

The Kremlin has consistently warned that any foreign troops in Ukraine would be considered a "acceptable aim", but has as yet not commented on this recent declaration.

The Situation and Ongoing War

Russian President Vladimir Putin began a major offensive of Ukraine in the start of last year, and Russian forces currently controls about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to stand with Ukraine for the long-term," remarked the British leader.

National leaders and senior officials from the "Partner Group" participated in Tuesday's talks.

Addressing reporters at a combined announcement, he added: "It establishes the framework for the operational parameters under which allied and coalition forces could work on Ukrainian soil, defending Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the future."

The British leader also stated that Britain would be involved in any American-headed monitoring of a prospective ceasefire.

Protection Pledges and Negotiation Stances

Senior Washington representative Steve Witkoff stated that "lasting security guarantees and robust economic promises are critical to a enduring ceasefire" in Ukraine – mentioning a major condition made by Ukraine.

Witkoff said the partner nations had "largely finished" their work on agreeing such pledges "in order that the citizens of Ukraine know that when this hostilities ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's special envoy, also participated in the talks.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's allies had made "considerable advances" at the talks.

He noted that "robust" security guarantees for the Ukrainian government had been settled upon in the instance of a possible ceasefire.

Ukrainian President Volodymyr Zelensky said that a "huge step forward" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they culminated in the conclusion of the fighting.

Earlier, Zelensky indicated a peace agreement was "largely prepared". Agreeing on the remaining 10% would "decide the outcome of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the heart of key disagreements for the parties involved.
  • The Russian President has repeatedly warned that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, refusing any compromise over how to finish the war.
  • The Ukrainian President has to date rejected giving up any territory, but has floated the idea that Ukraine could move its troops to an designated point – but only if Russia follows suit.

Moscow presently holds about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The areas form the heartland of Donbas.

The initial US-led 28-point peace plan that was extensively reported to the media last year was viewed by Ukraine and its EU supporters as being strongly biased in Moscow's direction.

This sparked weeks of focused negotiations – with Ukraine, the US and European leaders trying to adjust the document.

The previous month, Ukraine submitted the US an updated framework – as well as separate documents outlining possible defense assurances and arrangements for Ukraine's recovery, he stated.
