Sheff Wed Deals with Serious Challenges, States Independent Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

The Championship club's persistent issues constitute a "significant problem" and the football regulator is seeking powers to investigate clubs in such situations, the newly appointed chairman the official has announced.

In a wide-ranging interview, Kogan, who was appointed on Monday, voiced concern towards the club's followers.

The chairman convened with four supporter groups representing the football team this week.

The football club have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the historic institutions for the English game and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases referred to us if they require examination and addressed."

Financial Struggles and Proprietorship Status

The team's struggling chairman the current owner indicated in the summer he would be willing to sell up at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in March and May caused limitations by the English Football League (EFL) in summer, preventing the club from carrying out any recruitment activities for the following recruitment periods, although that restriction was lifted in late summer.

Regulator's Perspective

The chairman stated: "The position was created for the Owls followers, teams facing challenges where supporters are loyal to a community organization that has been part of their lives in numerous instances.

"I completely understand the team's plight, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the followers."

When asked if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to work with them.

"The last thing what we want to do is start getting involved with an specific team, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you look back over the history of the sport, over the recent generations there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with officials from numerous teams to lay out the remit of the regulator on Wednesday and insisted it was a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we must maintain momentum.

"Considerable investment entering the sport and has come into football for the last 20 or 25 years, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the coming seasons."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I completely endorse the success and growth as an commercial operation of the elite league.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of the nation. But at the same time, if you talk to the Premier League after today's meeting, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in the past.

The official donated money to Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any sort of politics."
