The Failure of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the current period. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Significant resources is expended on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from across the border, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Following this, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a defensive team – most likely Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and heating outages in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's vital need on Western support – a reliance that European nations are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from American leadership provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, continue.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is impossible to force Russia to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its favour.

Current Realities

Realistically, there are no real preconditions for a truce. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
